Serviceability
Reported availability is not verified serviceability.
The intended serviceability model carries evidence and uncertainty with each state. Reported availability ≠ verified serviceability. Unknown stays unknown; missing evidence must not be converted into a positive or negative result.
The problem
Coverage reports and nearby construction are useful signals, but neither confirms a particular address, unit, offer or installation date.
The operating model
Source → observation
Record source, provider and observedAt for the specific address and scope being assessed.
Verification → evidence
Record verifiedAt only when verification occurred, with evidence references. Preserve conflicts and superseded observations.
Status → confidence → review
Use status and confidence to communicate the evidence, not to manufacture certainty. A confidence score cannot substitute for provider confirmation.
Serviceability-state vocabulary
Reported
A source reports availability. No address-level provider confirmation is implied.
Likely
Signals suggest potential eligibility. Inference is not verification.
Provider verified
Address-specific provider evidence supports serviceability for a defined offer and time. Recheck when conditions change.
Activation pending
Activation awaits provider confirmation. This is not proof of active service or commission eligibility.
Hold / exception
An unresolved constraint or conflicting evidence prevents progression. Preserve the reason and responsible follow-up.
Not serviceable
Provider evidence indicates the address cannot be served within the assessed scope. Record the scope and date; do not assume a permanent condition.
Evidence and provenance
Provenance fields: source, provider, observedAt, verifiedAt, evidence, status, confidence. The vocabulary below describes a planned assessment model; it does not assign states to any real address.
Limits and boundaries
No instant checker is provided here. Provider verified does not guarantee a future installation date. Activation pending is an outcome-follow-up state, not an assertion of active service. Provider network conditions and offer eligibility can change.
